This bill requires the Commissioner of Energy and Environmental Protection to establish a working group by October 1, 2026, to study and propose solutions for the placement and utilization of electric transmission facilities and for long-term planning of electric grid connections and capacity. The working group will investigate issues such as delays in siting transmission lines due to administrative inefficiencies or poor coordination between state agencies, the necessity of grid upgrades and new connection points to accommodate more distributed generation sources (like rooftop solar), and how to fairly distribute costs for necessary infrastructure improvements between new distributed generation developers and existing ratepayers. The group's membership will include the Commissioner of Energy and Environmental Protection, the chairperson of the Public Utilities Regulatory Authority (PURA), the Consumer Counsel, the Secretary of the Office of Policy and Management, the Commissioner of Administrative Services, and representatives from electric distribution companies. By July 1, 2027, the Commissioner must submit a report to the General Assembly's energy and technology committee detailing the working group's findings and legislative recommendations.
