This bill modifies existing laws to better protect "wild-rice water," which is defined as any body of water identified as supporting wild rice by state agencies, located within or flowing into Indian country, or identified as growing uncultivated wild rice. It allows for enforcement actions, including penalties, for violations that adversely affect these waters, and specifies that such violations are not considered minor. The bill also expands the scope of pesticide impact assessments to include immediate and biocumulative impacts on sediment, soil, and surface and groundwater, specifically mentioning wild-rice water, and mandates cooperation with Minnesota Tribal governments in these assessments. Furthermore, it requires the state to take particular care to prevent pesticides from flowing into wild-rice water and incorporates the protection of wild-rice waters into pesticide education and training programs, including consultation with Tribal colleges and governments in the development of training materials and examinations.
