This bill, effective July 1, 2026, amends existing law to require the lead agency responsible for the birth-to-three program to establish state-wide rates for early intervention services that are in accordance with the rates posted on the Internet web site of the Office of Early Childhood. The Office of Early Childhood, effective from passage, will be responsible for posting these rates, which will be based on the most recent comprehensive rate study and cost analysis of the birth-to-three program. The birth-to-three program, established under section 17a-248d of the general statutes, provides early intervention services to eligible children and their families, and the lead agency monitors providers for quality and accountability, as required by Section 616 of the Individuals with Disabilities Education Act (20 USC 1416).
