This bill modifies the requirements for obtaining an exemption from immunizations based on conscientiously held beliefs, requiring parents or guardians seeking such an exemption for their minor child, or an emancipated person themselves, to first complete an educational consultation with their healthcare provider, who will review the risks and benefits of immunizations and verify that the individual has reviewed an education module developed by the commissioner of health. The commissioner of health is mandated to create and provide this immunization education module, determining its content, format, and length, and money is appropriated for this purpose. Additionally, the bill introduces provisions for situations involving disease outbreaks, allowing schools and child care facilities to exclude unvaccinated children with exemptions if the commissioner of health determines an outbreak is occurring and poses a risk, and outlines the conditions under which such excluded children can return to school or facility, either through vaccination or a different type of exemption. The bill also clarifies definitions related to immunization requirements and introduces the term "medically acceptable standards" which refers to immunization recommendations from the American Academy of Pediatrics, and defines "provider" as a licensed physician, physician assistant, or advanced practice registered nurse.
