This bill establishes the "Promise Program" to help individuals become certified teachers in Kentucky schools by providing scholarships to eligible students enrolled in teacher preparation programs. The Kentucky Higher Education Assistance Authority (KHEAA), referred to as the "Authority," will administer these scholarships, called "promise awards," to students who meet specific criteria, including being a Kentucky resident, scoring well on college entrance exams, and enrolling in an "eligible program of study" at a "participating institution" (a Kentucky college offering teacher certification). To receive a promise award, students must sign a promissory note agreeing to render five years of "qualified teaching service," which means teaching full-time in a public school for at least 80 days each semester for five years, with some exceptions for individuals with disabilities or serious illnesses. If a recipient fails to complete their program or fulfill the teaching service requirement, they will be required to repay the scholarship amount with interest, and failure to meet repayment obligations can lead to the revocation of their teaching certificate.
