This bill requires wastewater treatment plants that process at least 50 million gallons of effluent daily to maintain a public website and publish monthly total bacteria results, immediate reports on bypasses or treatment failures including explanations, and test results within 24 hours of receipt, while also mandating that testing for specific pollutants begin within 24 hours of a bypass, overflow, or treatment failure. The bill also prohibits certain wastewater treatment plants from participating in the Water Quality Trading Program if they fail to meet requirements or discharge pollutants beyond permit limits for two consecutive months, and mandates the Department of the Environment to establish a publicly searchable database containing information on industrial users with pretreatment permits, their discharged pollutants, compliance status, and any enforcement actions taken.
