AI Summary
This bill modernizes Louisiana's workforce development system by aligning it with the federal Workforce Innovation and Opportunity Act (WIOA) of 2014, which aims to improve job training and employment services. It establishes a unified statewide planning process for workforce services, allowing for flexibility in how these services are delivered, potentially through regional structures or a single statewide entity, and requires meaningful input from local partners and employers. The bill also creates a Transition Advisory Team to guide this planning process and mandates an annual report to the legislature detailing workforce outcomes at the parish (county) level, including employment rates, earnings, and credential attainment, to ensure accountability and transparency. Furthermore, it allows Louisiana Works, the state's workforce development agency, to seek federal waivers to streamline administration, reduce duplication, and maximize funds for direct services to workers and employers, while consolidating the responsibilities of various advisory councils into the Workforce Investment Council. The bill also repeals certain existing provisions and clarifies the roles and responsibilities of workforce development boards and the state council.
