This bill amends existing law to prohibit individuals from bringing certain items to or from the training school for youth without prior consent from the executive director of the division of youth development at the department of children, youth and families. Specifically, it adds a new subsection that makes it illegal to convey drugs, tobacco, portable electronic communication devices, or potential weapons to a resident at the training school for youth without this consent. The bill defines "resident" broadly to include anyone detained at the facility, in the custody of staff outside the facility, or in the custody of the state director of behavioral healthcare, developmental disabilities and hospitals, but excludes those on home confinement. Violators could face imprisonment for up to ten years, a fine of up to $5,000, or both. This act will become effective immediately upon its passage.
