This bill mandates that Rhode Island's Medicaid program, a government health insurance program for low-income individuals, must cover services provided by licensed certified professional midwives (CPMs), who are trained professionals certified by the North American Registry of Midwives (NARM) and licensed to practice midwifery. The Executive Office of Health and Human Services (EOHHS) will be responsible for implementing this coverage, potentially through an amendment to the state's Medicaid plan or by seeking federal approval via a waiver, and will establish reimbursement rates comparable to those for other maternity care providers, without imposing unnecessary physician supervision requirements. Furthermore, EOHHS is required to collect and report data on the use and cost of these services annually starting July 1, 2028, and this new law will take precedence over any conflicting existing laws or regulations.
