Bill Summary

This act would redefine sports wagering sections and specifically change the percent the host facilities would receive on sports wagering. No later than January 1, 2027, the division would issue an open invitation to applicants for sports-wagering vendor contracts and then would award no less than four (4) and no more than six (6) individual sports-wagering vendor contracts. Additionally, this act would allow a sports-wagering vendor to be permitted to make operational decisions with regard to marketing, advertising, and promotions and reallocate the percentages of revenue that the vendors, the state and host facilities would receive from sports-wagering revenues. This act would take effect upon passage.

AI Summary

This bill, effective upon passage, redefines sports wagering by establishing a new process for awarding sports-wagering vendor contracts, with the state lottery division to issue an open invitation for applications by January 1, 2027, and award between four and six contracts. It also allows these authorized vendors, or "sports-wagering vendors," to make operational decisions regarding marketing, advertising, and promotions, and crucially, it reallocates the percentages of revenue generated from sports wagering, meaning the host facilities (Lincoln and Tiverton gaming facilities) will receive a reduced share of 8.5% of sports-wagering revenue, with a provision that they must have received $4,500,000, while the state's share is adjusted based on revenue generated in fiscal year 2025, and the vendors' share is significantly increased.
