This bill, known as the "Responsible Firearm Purchasing Act," modifies the process for purchasing firearms by requiring all individuals, except for law enforcement and military personnel, to complete and pass a basic firearm safety training course before they can possess a firearm. The act also updates the application process for firearm purchases, including specifying that "firearm" now encompasses rifles, shotguns, pistols, and revolvers, and that the safety training certificate must be issued by the office of the attorney general and completed within the last five years, though a grace period allows for certificates issued by the department of environmental management until January 1, 2031. The curriculum for the safety course has been expanded to at least eight hours and includes topics like safe handling, child safety, shooting fundamentals, relevant laws, conflict resolution, and injury prevention, culminating in a written test. Additionally, the bill repeals previous sections of law related to the sale of rifles and shotguns, consolidating firearm purchase regulations. This act will become effective immediately upon its passage.
