This bill amends existing Idaho law to allow certified interior designers to sign and seal certain technical submissions, which are documents like drawings and specifications, and submit them to state or local government entities for permits related to interior alterations or construction projects, provided these projects do not involve the building's structure, exterior, or significant changes to life safety systems. A "certified interior designer" is defined as someone who holds a certification from the board, has passed a qualification exam, and engages in interior design work that is nonstructural or nonseismic, meaning it doesn't involve load-bearing elements or seismic design. These designers must also carry professional liability insurance and local governments are required to process their filings similarly to those submitted by architects. The bill also clarifies that this certification is not required for interior designers who do not sign, seal, and submit such technical documents, and it explicitly states that this provision does not authorize the board to create rules for licensure, only for the administration of the interior design certification. This change is declared an emergency and will take effect on July 1, 2026.
