This bill establishes the "Motor Fuel Tax Fund of 2021" by creating a new special trust fund to hold proceeds from an additional motor fuel tax that will be gradually increased from October 1, 2021, until it reaches twelve and a half cents per gallon on and after July 1, 2025. These funds, after any unclaimed refunds are accounted for, will be appropriated by the general assembly for state-owned road and bridge projects. The bill also modifies existing law to allow for an exemption and refund of this additional tax for motor fuel used in vehicles with a gross weight of twenty-six thousand pounds or less, with refunds to be paid from the newly established fund.
