AI Summary

This bill allows hospital service districts, which are entities established to provide healthcare services, to use a method called "construction management at risk" (CMAR) for projects costing at least one million dollars, a reduction from the previous two million dollar threshold. CMAR is a project delivery method where a construction manager is hired early in the design process to provide pre-construction services and then assumes the risk of completing the project within a guaranteed maximum price. Additionally, the bill permits hospital service districts to perform public works projects costing up to one million dollars using their own employees without needing to advertise for public bids, provided the work is not artificially divided to avoid bidding requirements and is primarily performed by district employees rather than independent contractors.
