This bill, effective upon passage, will implement a new fee starting July 1, 2026, of one cent ($0.01) for every ten thousand (10,000) gallons of wastewater discharged by wastewater treatment facilities, which are defined in section 42-17.4-4 as facilities that treat sewage. The money collected from this fee, which will apply to both public and privately-owned facilities, is specifically designated to fund the shellfish transplant program, an initiative aimed at managing and relocating shellfish populations.
