This bill authorizes the governor of Kansas to declare a need for enhanced security for an "extraordinary event," which is defined as a large-scale event like the World Cup, Olympics, Super Bowl, or a national political convention, or similar events that are expected to draw significant crowds and require substantial security. This declaration can be made if the governor finds that such an event will attract a large number of visitors, potentially overwhelming local agencies and law enforcement's ability to maintain public safety and essential services. Once declared, the proclamation can last up to 15 days and can be extended by the legislative coordinating council for up to 150 days, though the council can also terminate it earlier. The declaration activates the state's disaster response plans, allowing the governor to utilize state and local government resources, transfer agency functions for security purposes, direct cooperation from government agencies, and request federal aid from the Federal Emergency Management Agency (FEMA). Importantly, this bill does not grant the governor all the powers available during a state of disaster emergency; if more extensive powers are needed, the governor must issue a separate state of disaster emergency proclamation. The provisions of this bill are set to expire on July 1, 2027.
