This bill establishes an exemption from the requirement to obtain a Commercial Driver's License (CDL) for municipal employees operating vehicles owned or leased by a city, town, village, or county, provided the operation is solely within the state (intrastate) and for governmental purposes. This exemption applies to various municipal operations such as snow and ice control, road maintenance, utility work, and emergency response, as well as other similar functions approved by the commissioner. While a CDL is not required, municipal employees must still pass a motor vehicle skills and safety examination relevant to the vehicle they are operating, and municipalities must implement internal driver training and certification programs, including written standards, behind-the-wheel instruction, refresher training, and supervisor certification. The commissioner can set minimum safety and testing standards for these municipal programs, but these standards cannot mandate a CDL. The bill also clarifies that this exemption does not permit violations of other traffic or safety laws and takes effect immediately.
