This bill establishes new protections for wild rice, a culturally significant and ecologically important natural resource in Minnesota. It requires any state agency, local government, or other political subdivision (referred to as an "agency") to prepare a "wild rice risk justification" before authorizing activities or facilities that could negatively impact "wild rice waters," which are defined as bodies of water supporting or capable of supporting wild rice, including those within or flowing into Indian country. This justification must detail the specific wild rice waters at risk, the potential risks and their likelihood, and explain why the public need for the proposed activity outweighs the risk to wild rice. Furthermore, the agency must allow for public comment on the justification for at least 30 days, consult with Minnesota Tribal governments, and publish the final justification in the State Register and on its website, making it a final agency decision.
