This bill revises existing Idaho law concerning the placement of manufactured homes in residential areas by amending two sections of the Idaho Code. First, it updates the definition of a "manufactured home" to explicitly include multi-dwelling unit manufactured homes constructed to federal standards, and makes minor technical corrections to definitions related to building codes. Second, and more significantly, it amends provisions regarding the siting of manufactured homes in residential zones, clarifying that single-dwelling unit manufactured homes can be placed on lots where single-family homes are allowed, while multi-dwelling unit manufactured homes can only be placed in areas designated for multi-family dwellings. The bill also adjusts some of the physical standards that local governments can impose on manufactured homes placed outside of mobile home parks, such as minimum square footage requirements (now 400 sq ft for single-section and 800 sq ft for multi-section homes) and allowing for single-section homes, while still permitting local authorities to apply development and architectural standards comparable to those for conventional single-family homes. Finally, the bill declares an emergency and sets an effective date of July 1, 2026.
