This bill, the Full Accountability in Arrest Reporting Temporary Amendment Act of 2026, temporarily requires officers of the Metropolitan Police Department (MPD) to document specific information in arrest reports and probable cause affidavits, which are legal documents used to establish the reason for an arrest. This includes the names, badge numbers, and agencies of all law enforcement officers present at an arrest scene, and details about any use of force by any officer. The bill also clarifies that "law enforcement officer" includes federal officers, and that failure to comply with these reporting requirements cannot be used against anyone in court, nor does it create a private right to sue. Additionally, it amends the Body-Worn Camera Regulation and Reporting Requirements Act of 2015 to enhance transparency by requiring the public release of body camera footage and incident descriptions within five business days when a federal law enforcement officer uses serious force against an individual and the incident is captured on MPD body cameras. This act is temporary and will expire after 225 days.
