This bill authorizes the village of Southampton to stop using and sell approximately 2.478 acres of its parklands, described in section three, to construct a new wastewater treatment facility, a crucial piece of infrastructure for managing sewage. This action is permitted only if the village simultaneously dedicates approximately 1.10 acres of other land, described in section four, as new parkland, provided this new land has not previously been used as public open space or a municipal park. If the fair market value of the new parkland is less than the parkland being sold, the village must use the difference in value to acquire more parkland or improve existing recreational facilities. Furthermore, if the village received any federal funding for the original parkland, it must comply with federal requirements, including ensuring any replacement land is of equivalent value and usefulness, as determined by the Secretary of the Interior.
