This bill establishes a working group, convened by the chairpersons of the General Assembly's public safety committee, to study the official duties and responsibilities of all law enforcement and public safety positions in the state as defined by state law. The study will identify these positions, their specific jurisdictions and tasks, determine which require training or certification from the Police Officer Standards and Training Council (POST), and assess if any legal changes are needed to clarify these roles. The working group will include legislative leaders, the Commissioners of Emergency Services and Public Protection and Correction, and representatives from the Court Support Services Division, POST, and the Connecticut Police Chiefs Association, with the possibility of additional members. This group will hold its first meeting within sixty days of the bill's passage, select two co-chairpersons, and be supported by administrative staff from the public safety committee. The working group is required to submit a report of its findings and recommendations, including any proposed legislation, to the public safety committee by January 1, 2027, at which point it will be dissolved.
