This bill establishes the Kentucky Farm to School Program, which aims to increase student access to locally grown food by creating a dedicated fund managed by the Kentucky Department of Agriculture. Eligible school districts, defined as those spending at least five percent of their food procurement budget on Kentucky-grown agricultural products, can apply to participate. If approved, these districts will receive partial reimbursement for "eligible meals," which are meals served in schools participating in federal meal programs that include at least one Kentucky-grown agricultural product and meet other department-defined criteria. Participating districts must develop a plan to identify and purchase Kentucky-grown products, offer them in meals, and optimize food usage to reduce waste. The Department of Agriculture will set reimbursement rates based on available funds and the number of participating districts, and will also create administrative regulations to guide the program's implementation, including application processes, eligibility requirements, and reporting. The Act may be cited as the Kentucky Farm to School Act.
