This bill allows children in Rhode Island with diagnosed developmental disabilities whose third birthday falls between May 1 and August 31 to continue receiving early intervention services until September 1 of that year, thus bridging the gap before they transition to early childhood special education services, which are overseen by the Department of Education and funded under Part B, Section 619 of the federal Individuals with Disabilities Education Act (IDEA). The Executive Office of Health and Human Services (EOHHS), which manages the state's early intervention program under Part C of IDEA, is directed to create a plan to ensure a smooth transition and continuity of care for these children, and private health insurers will be required to cover these extended early intervention services. The bill also establishes an implementation advisory committee to guide the process and mandates a report evaluating the effectiveness of this extended service option.
