This bill establishes the "Super Speeder Accountability Act" to address excessive speeding and improve road safety by introducing Intelligent Speed Assistance (ISA) devices as a tool for drivers convicted of certain violations. The Act defines "eligible offenders" as those whose licenses have been suspended for excessive speeding, racing, or reckless driving where speed was a factor, or those with multiple moving offenses. "Excessive speeding" is defined as traveling 20 mph or more over the limit on roads with a 40 mph limit or less, or 30 mph or more over the limit on roads with a speed limit over 40 mph. An "ISA device" is an aftermarket, tamper-resistant device that uses GPS to limit a vehicle's speed to posted limits, and it specifically excludes manufacturer-installed speed control technology. The Rhode Island Traffic Tribunal or district court will mandate the installation and use of a certified ISA device as a condition for license reinstatement or to maintain driving privileges for eligible offenders, with the offender bearing all costs associated with the device for at least twelve months. The bill also outlines procedures for certifying ISA device providers and installers, program administration by the Department of Motor Vehicles (DMV) to monitor compliance, and penalties for noncompliance, including immediate re-suspension of driving privileges and extensions of the ISA requirement. The DMV is tasked with collecting and reporting data on the program's effectiveness and is granted authority to create necessary regulations.
