This bill amends existing Idaho law concerning campaign contributions and expenditures to provide an exemption for religious organizations. Specifically, it adds a new provision to Section 67-6606 of the Idaho Code, which generally requires nonbusiness entities spending over $1,000 in a calendar year to support or oppose candidates or measures to file a statement with the secretary of state. The new provision states that this requirement will not apply to a religious organization for actions taken to support or oppose any measure if the organization's spending or contributions related to that measure are less than ten percent (10%) of its total income from the previous year. The bill also declares an emergency and sets an effective date of July 1, 2026.
