This bill establishes a new barber apprenticeship program, known as a "shop training program," which allows individuals to gain practical barbering experience under the direct supervision of a licensed barber. "Direct supervision" is defined as the licensed barber being physically present and readily available to the apprentice, inspecting their work at least once during service. The bill also defines a "shop training program" as an apprenticeship where an unlicensed participant works under the direct supervision of a licensed barber. To participate, barber shops must register with the Kentucky Board of Barbering and ensure participants complete a brief education on relevant laws and pass a sanitation exam before offering services. Barber shops in the program must adhere to all facility, safety, and infection control requirements, and clearly disclose to consumers that they are receiving services from an unlicensed individual under supervision. After completing at least 1,200 hours and a minimum of nine months in a registered shop training program, participants will be eligible to apply for a barber license, exempting them from some existing chapter requirements. The bill also outlines consequences for shops that have multiple participants fail the barber license exam within a year, requiring them to cease participation in the program.
