This bill, effective July 1, 2026, mandates that the Commissioner of Social Services will update the state's Medicaid plan to include "peer support services," which are defined as recovery-focused behavioral health services where individuals learn to manage their recovery with assistance from a "peer support specialist." A peer support specialist is an individual who has personally experienced recovery from mental illness or substance use disorder and is certified by the Department of Mental Health and Addiction Services to provide this support. The bill requires Medicaid to reimburse these specialists for their services and for the Commissioner to report by August 1, 2027, to legislative committees on the number of specialists reimbursed, the number of Medicaid enrollees they serve, and any data on the outcomes of the treatment provided.
