The Administrative Procedure Act is the law governing how state agencies create and adopt rules, and the Office of the Administrative Rules Coordinator is the state office responsible for managing this process. The only exception to this approval is a specific set of new subsections within the Department of Agriculture's rules concerning the production and distribution of seed, identified by the code IDAPA 02.06.01, Docket No. 02-0601-2501, Section 112., new subsections .01 through .05.
