This bill, by enacting section 9.18 of the Revised Code, requires that all cash payments made to the state, state agencies, or political subdivisions (which are defined as local government entities like counties, townships, and municipalities) for taxes, tolls, fees, fines, or other charges be rounded to the nearest nickel. This rounding rule applies to the "final price," which includes any state or local taxes collected at the time of the transaction. Specifically, amounts ending in 1 or 2 cents will be rounded down to 0 cents, amounts ending in 3 or 4 cents will be rounded up to 5 cents, amounts ending in 6 or 7 cents will be rounded down to 5 cents, and amounts ending in 8 or 9 cents will be rounded up to 0 cents. Merchants accepting cash payments are permitted to round the final price in this manner without incurring liability, and if the payment includes a tax, any rounding adjustments will be accounted for when the merchant remits the tax to the state or political subdivision.
