This bill requires Minnesota residents who own firearms to maintain liability insurance, either as part of their homeowner's insurance policy or separately, to cover at least $100,000 in damages from an accidental or unintentional firearm discharge that injures another person or damages property. Insurers offering homeowner's policies must provide an option for this coverage, and firearm owners must be able to show proof of insurance, such as a policy declaration page. Violators face penalties, starting with a petty misdemeanor fine of up to $300 for a first offense, which can be waived if proof of insurance is provided within 30 days, and a misdemeanor fine of up to $1,000 for subsequent offenses within five years. Federal firearm licensees are exempt, and individuals can petition a court for an exemption if they are denied coverage by multiple insurers or cannot afford it despite being offered it, provided they demonstrate safe firearm storage practices and the likelihood of responsible behavior. This new law, which defines "damage" as injury or property harm and refers to the legal definition of a "firearm," takes effect on October 1, 2026.
