This bill amends Title 26 of the Delaware Code, which pertains to the Public Service Commission (PSC), by adding new provisions to Section 106. The Public Service Commission is the state agency responsible for regulating public utilities. The key changes require that all PSC meetings be livestreamed over the internet, broadcasting both audio and video so the public can hear all participants in real-time. Additionally, these meetings must allow for public comments to be made virtually. These new requirements, however, will not apply if there are unavoidable technical difficulties, such as internet connection problems, or if the Commission goes into an executive session, which is a private meeting for sensitive matters; in cases of technical issues, the PSC must make a good-faith effort to restore the virtual capabilities.
