This bill, the Consumer Levies on Obstructive Garbage Amendment Act of 2026, proposes to amend the District of Columbia's tax code by imposing a 15% sales tax on "nonwoven disposable products," which are defined as items like moist toilet tissue or cloths used for personal hygiene, including those marketed as flushable, and excluding infant wipes not advertised as flushable. The revenue generated from this new tax will be specifically allocated to the District of Columbia Water and Sewer Authority (DC WASA) to fund capital improvements for sewer infrastructure projects, beginning October 1, 2026.
