This bill, also known as the "Drought Relief Obtained Using Government Help Today Act of 2026" or the "DROUGHT Act of 2026," amends the Water Infrastructure Finance and Innovation Act of 2014 to allow for increased federal assistance for certain water infrastructure projects. Specifically, it permits federal funding to cover up to 90 percent of the total project cost for "covered projects," which are defined as projects located in states experiencing severe drought (designated D2 or greater on the U.S. Drought Monitor for at least four weeks in the preceding five years) or counties with a declared drought emergency, or projects serving areas with low household income or meeting specific affordability criteria, or projects deemed regionally or nationally significant due to their ability to increase water supply, promote water reuse, reduce water usage, lower costs, or provide public health or environmental benefits. The Secretary or Administrator, as applicable, will prioritize financing for these covered projects.
