This bill directs the commissioner of education to create rules and regulations for colleges and universities that plan to close, ensuring an orderly process for such closures. These regulations will require institutions to publicly announce their closure at least one year in advance, hold at least three public meetings to address concerns from students, faculty, staff, and the local community, and notify their accrediting agency nine months before closing. Furthermore, institutions must provide enrolled students with details on "teach out plans" (arrangements for students to complete their studies) or transfer agreements six months prior to closing, and share plans for selling or transferring campus resources to local governments at least six months in advance. If the institution provides shared services to local governments or agencies, it must develop a transition plan with the relevant partner four months before closing. The bill will take effect one year after it becomes law, with immediate authority granted for necessary rule-making.
