This bill amends the racing, pari-mutuel wagering and breeding law to prohibit mobile sports wagering operators, which are companies licensed to offer sports betting through mobile applications, and platform providers, which are entities that provide the technology for such betting, from accepting or facilitating sports wagers placed by individuals who are physically on a college campus in New York State. To enforce this, these operators and providers must implement geofencing technology, a system that uses GPS to create virtual boundaries, to prevent wagering activity on college properties by August 1, 2027. Colleges will be required to cooperate with the relevant commission by providing campus geographic data to help ensure compliance, and the commission will establish rules and penalties for violations, aiming to limit gambling exposure for college-aged students and reduce distractions in academic settings.
