This bill amends existing Idaho law concerning how student enrollment is counted for schools and school districts, with the primary change being that schools and public charter schools *shall* not count students with eleven or more consecutive unexcused absences prior to an official count date, whereas previously they *may* not have. Additionally, the bill introduces a new provision stating that schools and public charter schools shall not count students who have unexcused absences for the first ten consecutive days of the school year, but these students can be counted as enrolled from the date they begin attending if they do so later. The bill also makes a technical correction and declares an emergency, setting the effective date for July 1, 2026.
