This bill allows nursing homes, boarding care homes, and assisted living facilities, collectively referred to as "facilities," to serve and display alcoholic beverages on their premises without needing a separate liquor license, provided they notify the commissioner of their intent to do so and maintain their existing health licenses. The alcohol can only be served to residents and their guests who are physically accompanied by a resident, and only during activities or events primarily for residents and their invited guests within the facility or on its property. Importantly, alcohol cannot be sold or provided for any form of payment. Facilities must still comply with all other relevant alcohol laws and regulations, and they are subject to inspections and potential enforcement actions, including penalties and corrective measures, by the commissioner, similar to licensed establishments, though this does not prevent criminal enforcement under other laws.
