This bill appropriates over $203 million in federal funds from the "One Big Beautiful Bill Act of 2025" to the Alabama Department of Economic and Community Affairs (ADECA) for the Rural Health Transformation Program for the fiscal year ending September 30, 2026, with specific allocations for various initiatives including electronic health records, rural health services, maternal and fetal health, workforce development, cancer research, simulation training, emergency medical services (EMS) for trauma and stroke, EMS "treat-in-place" programs, mental health, and rural health practices, and also allows up to 10% of these funds to cover administrative costs. Any unspent funds from this appropriation will not revert at the end of the fiscal year but will be carried forward for their intended purposes, and if adjustments are needed for any initiative's funding, the Director of ADECA must obtain written approval from legislative finance leaders before seeking approval from the Centers for Medicare and Medicaid Services (CMS), which ultimately has the final say on any reallocation.
