This bill modifies the Minnesota African American Family Preservation and Child Welfare Disproportionality Act by shifting the responsibility for reviewing child welfare cases involving African American and other disproportionately represented children from individual social services agencies to the commissioner of children, youth, and families. The commissioner will now collect information from these agencies, analyze trends in child welfare outcomes, and develop remediation plans with agencies that show disparities. These remediation plans will aim to address and reduce factors contributing to disproportionality and will include strategies for achieving trauma-informed, positive child well-being outcomes. The bill also extends the deadline for the first report to the African American Child Well-Being Advisory Council and legislative committees to October 1, 2031, and appropriates funds for fiscal year 2027 to support agencies in implementing the act.
