This bill prohibits the construction or operation of new solar power facilities, defined as large-scale, ground-mounted installations of photovoltaic panels generating electricity for off-site use or sale, for one year after its effective date, unless the operator holds a public hearing with 30 days' notice in the county where the facility will be located. This restriction applies specifically to counties bordering the Gulf of America due to population growth, limited land availability, and environmental concerns. The bill also prevents local governments in these counties from enacting stricter regulations than those outlined. Additionally, for the same one-year period, the construction or operation of new carbon dioxide storage facilities, defined as those for storing and sequestering carbon dioxide on public land or spanning 50,000 acres or more, is also prohibited. The bill takes effect immediately.
