This bill creates the "Dr. Martin Luther King, Jr." license plate by amending section 4501.21 and enacting section 4503.897 of the Revised Code. The existing section 4501.21, which details the "license plate contribution fund" and how contributions from various specialty plates are distributed to different charitable organizations, will be repealed. The new section 4503.897 outlines the process for obtaining these special license plates for passenger cars and other approved vehicles, requiring payment of standard registration fees, any applicable taxes, an additional ten-dollar administrative fee for the Bureau of Motor Vehicles, and a voluntary contribution to the license plate contribution fund. This fund, as described in the amended section 4501.21, will then distribute these contributions to the Martin Luther King breakfast committee, Inc. and the King arts complex, with each organization using the funds to further its respective mission. The license plates will feature an appropriate logo and words chosen by representatives of the King arts complex in consultation with the Ohio Dr. Martin Luther King, Jr. holiday commission and approved by the registrar of motor vehicles.
