This bill makes two primary changes, both effective October 1, 2026: first, it amends a statute concerning government administration by clarifying that the Secretary of the Office of Policy and Management and department heads must submit reports on reorganization progress and provide information to the joint standing committee of the General Assembly on government administration matters, specifically stating they must do so "upon request" and also be available to appear before the committee. Second, and more significantly, it exempts course syllabi, which are outlines of a course's content and requirements, created by faculty or staff at public colleges and universities from being disclosed under the Freedom of Information Act, a law that generally grants the public the right to access government records.
