This bill, effective October 1, 2026, establishes strict rules for how state agencies (referred to as "contracting public agencies") can contract with companies (called "vendors") that handle information from automated license plate readers (ALPRs), which are devices that convert license plate images into computer-readable data. The bill prohibits vendors from selling or sharing this ALPR information with anyone other than the contracting agency, unless they get specific written permission for a defined purpose and notify the Governor. Access to this information is only allowed for others if compelled by a judicial warrant or court order, excluding grand jury subpoenas. Vendors also cannot combine ALPR information from different contracts or store it outside of Connecticut, and must use industry-standard security practices like encryption. Furthermore, any contract must ensure the vendor agrees to be subject to legal proceedings in Connecticut and that Connecticut law will govern the contract. ALPR information itself is considered confidential and not a public record under the Freedom of Information Act, though details about the reader's location and redacted audit logs may be disclosed. Individuals can obtain their own ALPR information if the vehicle was registered in their name at the time, with the consent of any other registered owner. The Attorney General is empowered to enforce these provisions.
