This bill amends prior authorizations of state debt to change grantee names, alter authorized uses of grants, and extend termination dates for various projects. * **Discovery Point Development Project:** A grant of $22,246 is provided to College Park City - University Partnership, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, and capital equipping of the Discovery Point Redevelopment Project. This grant will not terminate before June 1, 2032. * **McDaniel College:** A grant of $2,977,754 is provided to McDaniel College for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, and capital equipping of the Gill Physical Education Learning Center. This grant will not terminate before June 1, 2028. * **R Adams Cowley Shock Trauma Center - Phase II:** A grant of $2,000,000 is provided to the University of Maryland Medical System to assist in completing construction of Phase II of renovations and upgrades to the R Adams Cowley Shock Trauma Center. This grant will not terminate before June 1, 2028. * **Comprehensive Cancer and Organ Transplant Treatment Center:** A grant of $2,500,000 is provided to the University of Maryland Medical System to design, construct, and capital equip facilities to expand clinical programs of the Marlene and Stewart Greenbaum Comprehensive Cancer and Organ Transplant Treatment Center. State support for this project is intended to total $175,000,000 beginning in fiscal 2019. This grant will not terminate before June 1, 2028. * **The Compound:** A grant of $150,000 is provided to The Compound for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an arts complex. * **Noyes Children’s Library Renovation:** A grant of $100,000 is provided to the Noyes Children’s Library Foundation, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Noyes Children’s Library. This grant will not terminate before June 1, 2028. * **National Road Museum:** A grant of $50,000 is provided to the National Road Heritage Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the National Road Museum. This grant will not terminate before June 1, 2027. * **Let’s Thrive Baltimore Youth in Action:** A grant of $250,000 is provided to Let’s Thrive Baltimore Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Let’s Thrive Baltimore property. This grant will not terminate before June 1, 2028. * **Harford Crisis Center:** A grant of $750,000 is provided to Harford Crisis Center, Inc. for the planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Harford Crisis Center. This grant will not terminate before June 1, 2028. * **HEAT Center - National Center for Manufacturing Sciences:** A grant of $875,000 is provided to Harford County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the HEAT Center in Aberdeen. This grant will not terminate before June 1, 2028. * **Imagination Stage - New Storage Facility:** A grant of $550,000 is provided to Imagination Stage, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of a new facility for storage and operations in Bethesda. This grant will not terminate before June 1, 2029. * **Arena Players, Inc.:** A grant of $500,000 is provided to Arena Players, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Arena Players Theater Facilities. This grant will not terminate before June 1, 2033. * **Westport Community Economic Development Corporation:** A grant of $50,000 is provided to the Westport Community Development Corporation and the Mayor and City Council of Baltimore for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Annapolis Road Revitalization Project and the Harbor West Collaborative Center. This grant will not terminate before June 1, 2028. * **Harford Road Senior Center:** A grant of $150,000 is provided to the Mayor and City Council of Baltimore for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Harford Road Senior Center, including repairs to the building’s roof. This grant will not terminate before June 1, 2028. * **Town of Brookeville Infrastructure Improvements:** A grant of $100,000 is provided to the Commissioners of the Town of Brookeville for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements in the Town of Brookeville. This grant will not terminate before June 1, 2031. * **Chesapeake Arts Center:** A grant of $150,000 is provided to the Chesapeake Arts Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Chesapeake Arts Center. This grant will not terminate before June 1, 2031. * **Calvert Marine Museum Paleontology Collections and Research Center:** A grant of $250,000 is provided to the Calvert Marine Museum Society, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Calvert Marine Museum Paleontology Collections and Research Center. This grant will not terminate before June 30, 2028. * **Dorchester Center for the Arts:** A grant of $80,000 is provided to the Dorchester Center for the Arts, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Arts Performance Hall. This grant will not terminate before June 1, 2028. * **Jericho Road Stone Bank Barn:** A grant of $200,000 is provided to the Friends of Jerusalem Mill for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Jericho Road Stone Bank Barn building, subject to a matching fund requirement. This grant will not terminate before June 1, 2028. An additional grant of $50,000 is also provided to the Friends of Jerusalem Mill for the same purpose, with a smaller matching fund requirement. * **Civil Air Patrol Squadron Building:** A grant of $42,000 is provided to the Allegany County Commissioners for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Civil Air Patrol Squadron Building. This grant will not terminate before June 1, 2029. Additional grants of $50,000 each are provided to the Allegany County Commissioners for the same purpose under different initiative categories. * **Historical Stabilization and Renovation - 426 Hutchins Avenue:** A grant of $225,000 is provided to the Pleasant Hope Community Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of 426 Hutchins Avenue. This grant will not terminate before June 1, 2028. * **Mount Airy Center Street:** A grant of $500,000 is provided to the Mayor and Town Council of the Town of Mount Airy for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Mount Airy Center Street extension, subject to a matching fund requirement. This grant will not terminate before June 1, 2029. * **Kensington Town Hall:** A grant of $100,000 is provided to the Mayor and Town Council of the Town of Kensington for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Kensington Town Hall. This grant will not terminate before June 1, 2028. * **Town of Brookeville Infrastructure Improvements:** A grant of $350,000 is provided to the Commissioners of the Town of Brookeville for infrastructure improvements in the Town of Brookeville. This grant will not terminate before June 1, 2031. An additional grant of $150,000 is provided for the same purpose. * **Doctor First Mobile Communication System:** A grant of $500,000 is provided to DRFIRST.COM, INC. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Doctor First Mobile Communication System. An additional grant of $500,000 is provided for the same purpose. * **Gibson Grove:** A grant of $150,000 is provided to the Board of Trustees of First Agape African Methodist Episcopal Zion (A.M.E.Z.) Church for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Historic Gibson Grove. This grant will not terminate before June 1, 2030. An additional grant of $400,000 is provided for the same purpose. * **Riverdale Park Hiker Biker Trail:** A grant of $850,000 is provided to the Mayor and Town Council of the Town of Riverdale Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Riverdale Park Hiker Biker Trail. This grant will not terminate before June 1, 2030. * **Annapolis City Dock:** A grant of $1,200,000 is provided to the Mayor and City Council of the City of Annapolis for resilience and revitalization projects at the Annapolis City Dock. This grant will not terminate before June 1, 2028. * **Bowley’s Lane Sanitation Yard:** A grant of $4,000,000 is provided to the Baltimore City Department of Public Works for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of a small hauler site and other solid waste facilities improvements in East Baltimore at Bowley’s Lane Sanitation Yard. * **Catonsville Middle School:** A grant of $100,000 is provided to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Catonsville Middle School, including a scoreboard and electronic sign. * **Roberta’s House:** A grant of $150,000 is provided to Roberta’s House, Inc. for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of Roberta’s House, including the rooftop space and the acquisition and renovation of adjacent properties. An additional grant of $150,000 is provided for the same purpose. * **Pikesville High School Comfort Station:** A grant of $200,000 is provided to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a comfort station facility at Pikesville High School. An additional grant of $600,000 is provided for the same purpose. * **Warren Elementary School Playground Replacement:** A grant of $150,000 is provided to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of playground equipment. * **Long Branch Local Park:** A grant of $362,701 is provided to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Long Branch Local Park. An additional grant of $228,000 is provided for the same project, including a lighted soccer field and skatepark. * **St. Pius X Property:** A grant of $500,000 is provided to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the St. Pius X property and field space. * **Forest Park Renaissance:** A grant of $400,000 is provided to the WBC Community Development Corporation for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of blighted residential and commercial properties in Baltimore City. * **Park Heights Community Investment:** A grant of $10,000,000 is provided to Park Heights Renaissance for investments consistent with the Joint Plan required under § 10-646.1(B)(6) of the Economic Development Article and the Park Heights Master Plan Area. * **Twinbrook Community Recreation Center and Twinbrook Annex Building:** A grant of $350,000 is provided to the Mayor and City Council of the City of Rockville for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Twinbrook Community Recreation Center and Twinbrook Annex Building, including restroom facilities and other general improvements. * **Holy Cross Hospital:** A grant of $2,000,000 is provided to Holy Cross Health, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Holy Cross Hospital Biplane Room. An additional grant of $2,000,000 is provided for the same purpose. * **Woodlawn High School:** A grant of $75,000 is provided to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Woodlawn High School, including exterior lighting. * **Chesapeake Shakespeare Company Theatre:** A grant of $450,000 is provided to the Chesapeake Shakespeare Company for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Chesapeake Shakespeare Company Theatre. An additional grant of $50,000 is provided for the same purpose. * **Howard County New Library Complex:** A grant of $5,000,000 is provided to Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new library complex at the Downtown Columbia Lakefront Location. * **Ridge Volunteer Fire Department:** A grant of $200,000 is provided to the Ridge Volunteer Fire Department, Incorporated for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Ridge Volunteer Fire Department, including new fire rescue apparatus. * **North Bethesda Metro Station Access Improvements:** A grant of $3,000,000 is provided to Montgomery County, Maryland for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the North Bethesda Metro Station. An additional grant of $600,000 is provided for the same purpose. * **Choice Neighborhood Initiative:** A grant of $1,000,000 is provided to the Mayor and City Council of the City of Annapolis for the expansion of affordable housing in the City of Annapolis. This grant will not terminate before June 1, 2028. * **York Road Commercial Corridor:** A grant of $600,000 is provided to the York Road Partnership, Inc. for Greater Govans/York Road Corridor revitalization “NON-COMMERCIAL” projects, with $300,000 restricted for use in partnership with Baltimore Green Space for ecological assessment, site design and mapping, land clearing, temporary fencing, and equipment acquisition for the Govans Urban Forest Restoration and Master Planning. An additional grant of $105,000 is provided for the York Road Commercial Corridor Neighborhood Signage and Pedestrian Safety Infrastructure project. * **Leisure World of Maryland - Healthy Community Initiative:** A grant of $250,000 is provided to the Leisure World of Maryland Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of 14-passenger wheelchair accessible buses. * **Friends Aware:** A grant of $225,000 is provided to Friends Aware, Incorporated for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Friends Aware property, including the purchase of property for residential housing. * **Black Sox Park:** A grant of $3,000,000 is provided to the South Baltimore Gateway Partnership for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of Black Sox Park. * **Stoneybrook Local Park:** A grant of $300,000 is provided to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of the Stoneybrook Local Park. This grant will not terminate before June 1, 2031. * **East Baltimore Transfer Station:** A grant of $4,000,000 is provided to the Baltimore City Department of Public Works for the acquisition, planning, design, construction, expansion, repair, renovation, reconstruction, site improvement, and capital equipping of a small hauler site and other solid waste facilities improvements in East Baltimore at Bowley’s Lane Sanitation Yard.
