This bill requires individuals and companies performing emergency restoration services, which are defined as repairs to buildings damaged by sudden events like water, fire, or smoke, to be licensed by the commissioner of health starting January 1, 2028. Licensed emergency restoration professionals must adhere to specific industry standards for water and fire damage restoration and hold relevant certifications, while licensed companies must employ at least one licensed professional. The bill establishes annual fees of $150 for individual licenses and $100 for company licenses, with these fees going into a state special revenue fund. It also exempts individuals performing routine cleaning, general remodeling, or construction unrelated to catastrophic damage, as well as those reconstructing or repairing after restoration is complete, from needing an individual license if they are working under a licensed professional. The commissioner is authorized to create rules for enforcement, and a specific appropriation is made to the commissioner of health for the implementation of these new licensure requirements.
