This bill, also known as "Harvey's Law," modifies existing requirements for child care centers in Minnesota to use video security cameras. Previously, centers were only required to install cameras if they had to post a maltreatment investigation memorandum, which is a formal notice about an investigation into child abuse or neglect, and they had to maintain compliance for four years after the memorandum was posted. This bill expands the requirement to include centers that received funding from specific child care assistance programs, such as those under chapter 142E, great start compensation support payments under section 142D.21, or early learning scholarships under section 142D.25, in the previous calendar year, starting July 1, 2027. These centers will also need to have video security cameras in public and shared areas of their facilities.
