This bill establishes the Minnesota Parkinson's Research Trust Fund, a special revenue fund dedicated to supporting innovative research on Parkinson's disease and related disorders, as well as providing assistance to caregivers. The fund aims to advance therapies, improve patient outcomes, attract researchers, and foster collaboration among institutions. The Commissioner of Health will oversee the fund, awarding grants for research into causes, prevention, treatment, and rehabilitation, as well as for facilities, equipment, and prevention programs. An advisory council, comprised of representatives from research institutions, advocacy groups, caregiver support groups, and the medical community, will oversee the fund's administration and establish guidelines for grant applications. Grant recipients must submit annual reports on their progress and outcomes, and the Commissioner will also submit an annual report to the legislature detailing grant awards, research accomplishments, and the financial cost of Parkinson's disease in Minnesota. Furthermore, within 12 months of the bill's effective date, the Commissioner must develop and publish a comprehensive state plan to address neurodegenerative diseases, covering aspects like prevalence estimates, objectives for prevention and care, workforce development, public awareness, data sharing, and research priorities. The bill appropriates $25 million for fiscal year 2027 to implement these provisions, with $20 million allocated for research grants, $3 million for caregiver support programs, and $2 million for the establishment of the advisory council and the development of the state plan.
