This bill modifies existing Minnesota law regarding Per- and Polyfluoroalkyl Substances (PFAS), a group of man-made chemicals. Specifically, it delays the deadline for manufacturers to report products containing intentionally added PFAS from January 1, 2026, to July 1, 2027, for products manufactured on or after that date. The bill also clarifies and expands the list of "currently unavoidable uses" of PFAS, meaning certain products containing these chemicals will be exempt from prohibitions even after the general ban on PFAS in products takes effect in 2032. These unavoidable uses include specific applications in cooling and refrigeration equipment, veterinary products, public health testing, products meeting stringent federal transportation and defense standards, motor vehicles and related equipment, watercraft, aircraft, semiconductors, non-consumer electronics and laboratory equipment, products used as substitutes for ozone-depleting substances, electricity generation and distribution equipment, certain fluoropolymers, electronic components and enclosures, and manufactured goods with long intended useful lives.
