This bill modifies how the Office of Cannabis Management (OCM) conducts studies and market analyses related to cannabis in Minnesota, and what reports it must provide to the legislature. Previously, the OCM was required to collect data on mental health and substance use services, emergency room visits, and commitments, as well as information from first episode psychosis programs, and include this in its reports. This bill removes those specific data collection requirements from the OCM and instead mandates that the OCM conduct studies on the regulated and illicit cannabis markets, including demand, business needs, and illicit market sources, as well as a study on impaired driving. It also requires an annual market analysis that assesses license numbers, market stability, the impact of unregulated sales, and the integrity of the medical cannabis registry. The OCM will now submit a consolidated annual report to the legislature by January 15th each year, which must include updates on the regulated and illicit cannabis markets, the hemp consumer industry, impaired driving impacts, adverse effects of secondhand smoke, mental health and substance use service utilization, and first episode psychosis programs, along with progress on social equity initiatives and recommendations for legislative changes. The bill also emphasizes collaboration between the OCM and various state agencies and organizations for education, prevention, and public safety initiatives.
